Publish the shifts a season needs and let families take them from their own portal. The board stops being a booking agent for the concession stand.
A buyout for the families who would rather pay
Some families cannot make a Saturday and would honestly rather write a cheque. Let them, at a price you set, and stop pretending the alternative is participation.
A balance, so nobody has to remember
Every family has hours owed, hours served and hours bought out, kept current automatically. The awkward end-of-season conversation starts from a number instead of an accusation.

Ask who would coach, who would be team parent and who would help at the tournament while they are already filling in the form — the one moment a parent is paying attention.
